Strategy& was approached by the department of transport of a Middle East country to assist in the definition and implementation of a public–private partnership (PPP) strategy for the development of the country’s highway network.
The department aimed to introduce an innovative approach to the development of major highways in the country. The Strategy& team supported the client in demonstrating the viability of the PPP approach for the highway sector, defining an appropriate institutional framework, identifying the necessary legal and institutional amendments, selecting an appropriate candidate for a PPP pilot project, and implementing and monitoring that project. The project involved a specialized law firm for the assessment of the legal environment and the development of bidding documents, as well as a specialized engineering firm for the preparation of technical documentation. The Strategy& team was responsible for the delivery of the overall project as well as the coordination of the engineering and legal firms’ work.
