Dr. Shihab Elborai is a Partner with Strategy& and a member of the Energy, Resources and Sustainability practice.

With over 20 years of experience in energy consulting, he advises major energy industry players across the Middle East and North Africa (MENA) region. His expertise lies in redesigning strategies, policies, governance structures, and regulatory frameworks to facilitate the transition from fossil fuels to renewable energy sources and to build sustainable energy delivery systems. Dr. Elborai co-leads the firm’s cross-industry platform on Sustainability in the Middle East.

Some of the notable client assignments Shihab has led include:

  • Integrated National Energy Strategy: Developed a 20-year integrated national energy strategy for one of the largest petroleum-producing countries in the Middle East, encompassing energy, industry, and socio-environmental considerations.
  • Utility Sector Transformation: Oversaw the unbundling and spin-off strategy for a 35+ gigawatt government-owned utility, resulting in the creation of four comparable generation companies. This restructuring aimed to improve sector governance and facilitate the deployment of over 6 gigawatts of renewable energy annually over the next decade.
  • Power Business Strategy for National Oil Company: Designed an electrical power business strategy and partnership model for a national oil company to leverage high-efficiency captive power assets, reduce the carbon footprint of the national power fleet, and promote and finance renewable energy investments.
  • Strategic Planning for North African Utility: Enhanced the capabilities of the planning team of a large North African electrical utility, enabling them to review and update their five-year strategic plan to transition to a low-carbon energy mix based on natural gas and renewables.

Dr. Elborai is the co-author of Arabian Gambit: The Path to Leadership in a Shifting Global Energy Landscape, a publication that explores how Gulf Cooperation Council (GCC) countries can leverage their resources and strategic position to lead in the global shift towards sustainable energy.

He received a Ph.D. in electrical engineering from the Massachusetts Institute of Technology (MIT), where he was the recipient of the Raymie Stata fellowship and the Carlton E. Tucker award for excellence in teaching undergraduates. Dr. Elborai also holds a Master’s and a Bachelor’s degree in Electrical Engineering and Computer Science from MIT.
