Roger Rabbat is a Partner at Strategy& and a member of its Government and Public Sector practice in the Middle East.

Drawing on over 17 years of experience at the firm, he leads the Natural Resource Resilience platform, with a focus on agri-food and advises ministries and public-sector entities across the GCC. He has recently supported senior government organizations on a range of topics, including agri-food national strategies, corporatization, PSP programs, subsidies rationalization, food zones, and the migration of operational services.

In addition to his client work, Roger is a thought leader with several publications to his name, including “Energizing and humanizing public-sector transformation”, “How the Middle East can promote agritech”, “Ten imperatives for Middle East privatization programs”, “An integrated approach to controlling animal disease outbreaks in the GCC”, “Agricultural subsidies in the GCC: Three principles for maximum impact”, and “How GCC countries can ensure their food security”. He also contributed to a book on culture change titled The Critical Few.

Roger is also the director of Strategy&'s Beirut office and a member of the global leadership team at the Strategy& Katzenbach Center.

Before joining Strategy&, Roger worked as a structural engineer at Technip in the UAE. 

He holds a bachelor’s degree in civil engineering from USJ – ESIB and an MBA from London Business School.
