Rasha Salem is a Partner with Strategy& and a member of the firm’s  Government and Public Sector  practice in the Middle East. 

Rasha has over 15 years of experience in socioeconomic development and government excellence. She specializes in social development spanning topics, such as social sector excellence, family, fertility, national identity, protection from income disruption and economic empowerment, social systems that protect the vulnerable.

Her work includes:

  • Envisioning the society of the future, setting social sector aspirations and strategies
  • Restructuring the social sector and setup of dedicated social development custodian / agencies
  • Assessing the feasibility of introducing a new savings scheme for expatriates
  • Designing the social assistance and economic activation scheme for low-income households
  • Building and strengthening an integrated, multi-sectoral child protection system
  • Designing and activating regional first parenting programs
  • National identity codification across priority sectors for transmission
  • Developing a future-proof data and digital strategy for the social sector

In addition to her client work, Rasha has co-authored multiple articles: “Rethinking a new social welfare model for GCC countries,” “Time to increase Qatar’s financial literacy,” and “Designing for socially sustainable urban regeneration.”

Rasha holds an MBA from Columbia University and a bachelor’s degree in electrical and computer engineering from the American University of Beirut.
