National ICT strategy and master plan

  • Strategy& was retained by the newly formed telecommunications regulatory entity and ICT (information and communications technology) “national champion” of a Middle East country to develop a national ICT strategy and devise a five-year implementation master plan. At the time of the engagement, several uncoordinated initiatives were taking place or were being planned. Assignment challenges included finding ways to align the national ICT strategy with the country’s socioeconomic development priorities, selecting the high-priority initiatives, importing best practices from other countries, ensuring consistency of all ICT development offers with the new strategy and plan, and gaining the support of the various stakeholders.
  • Strategy& developed a national ICT strategy and master plan based on a benchmark of 30 government ICT strategies in diverse economic sectors, integrating the development priorities of all stakeholders. The plan addressed cross-sector initiatives as well as sector-specific ICT development programs, for example, in education, healthcare, government services, financial services, security, sports, and tourism. Strategy& also introduced a governance model that would involve all stakeholders (other ministries, government agencies, and private-sector parties), and detailed an implementation plan for top-priority programs. The strategy and master plan were adopted by the client, and top-priority initiatives are currently under way.
